AI sovereignty is not about isolation or building everything at home—it is about strategic agency. As AI becomes a defining driver of economic competitiveness and national power, countries must ensure sufficient control over the technologies, infrastructure, talent, capital, and partnerships that shape their future. Sovereignty therefore extends well beyond compute: it requires vibrant innovation ecosystems, entrepreneurial capacity, smart public-private collaboration, and access to global markets. Drawing on the distinctive experiences of France and Israel, this panel will explore how nations can strengthen domestic capabilities while using cross-border collaboration as a force multiplier—and what lessons these models offer Japan as it defines its own path toward AI sovereignty.

Anik Bose is a seasoned technology investor and corporate strategist with 20 years of experience in venture capital and corporate development. He currently serves as a Managing Partner at BGV, an early-stage VC firm that has invested in AI-native startups since 2016. Anik also founded the Ethical AI Governance Group (www.EAIGG.org), a global community of over 5,000 AI practitioners committed to democratizing AI innovation and deployment. Under his leadership, the nonprofit has evolved from Foundational AI Governance to Actionable Deployment. He also leads EAIGG’s advisory board, the Human AI Council, a multidisciplinary group of 20+ tech executives, startup founders, investors, and academics shaping the global dialogue on democratizing AI innovation. Anik is the author of the industry’s first AI Native Playbook for Startup Founders. Anik’s AI investments include Drishti, Fiddler.ai, WorkHelix, Asenion, Constella Intelligence, and Webscale Networks.
Before co-founding BGV, Anik spent seven years as Senior Vice President of Corporate Development at 3Com. There, he managed a $250M corporate venture fund, led a 20-member investment and business development team, and oversaw more than $1.5Bn in M&A and spin-out transactions. One of his most significant achievements was leading the creation and launch of H3C, a joint venture between 3Com and Huawei. Under his guidance, H3C became the fastest-growing enterprise networking company in Asia, achieving $500M in annual revenue and a $1.8B valuation in four years.
Anik holds an MBA from Boston College and a BA in Economics from the University of Delhi.
