Osaka Prefecture has been developing three life sciences industry hubs as part of its strategy to establish the health and medical industry as a leading growth sector. Following Saito, a hub for drug discovery, and KENTO, a center for health and medical innovation, Nakanoshima Qross (NQ) opened in 2024 with the aim of accelerating the industrialization of future healthcare technologies, including regenerative medicine.
The "Hyogo Kobe Startup Ecosystem Consortium" was established in December 2019 to foster innovation and build a thriving hub for startups driven by cutting-edge technology. It brings together diverse resources from 76 member organizations (as of September 2026), spanning local governments, universities, business associations, and private companies.
Under the Japanese Cabinet Office's startup hub city initiative, the consortium was selected as a "Global Startup City" for two consecutive terms alongside Osaka and Kyoto. It offers practical collaboration opportunities—such as the "Challenger Meetup" pitch and networking sessions—to connect startups directly with established companies. Through robust cross-sector partnerships across industry, government, academia, and finance, the consortium fosters globally competitive startups from the Hyogo-Kobe region and drives sustainable regional growth.
Kyoto is a one-of-a-kind city where over a thousand years of history and culture interact with the cutting edge of science and technology.
Here, the fusion of tradition and innovation fosters a uniquely fertile environment for technology, new ideas, and innovation.
Today, this fertile ground has given rise to the Kyoto Startup Ecosystem—a vibrant network where universities, startups, global companies, investors, and government collaborate to create the future.
On June 5, 2025, the Osaka Startup Ecosystem Consortium, in partnership with its counterparts in Kyoto and Hyogo-Kobe, was selected under the Cabinet Office’s second-phase Startup Ecosystem Hub City initiative.
Building on the Kansai region’s outstanding technological and research capabilities, the consortium is developing a startup ecosystem that generates next-generation innovation, focusing on three core fields: biotechnology and life sciences, green technology, and digital technology. More than 50 leading corporations, universities, and other organizations are participating in the initiative, promoting co-creation with startups and supporting the emergence of globally successful startups from Kansai.
“Quantum × Ignite” is a community that brings together companies, research institutions, professionals, and other diverse players in the quantum field to accelerate the practical application of quantum technologies.
Through a wide range of programs—including seminars covering everything from the fundamentals of quantum technologies to their industrial applications, networking events with leading experts in the field, and business matching opportunities—we support new challenges and initiatives.
By creating more opportunities to engage with quantum technologies, we aim to encourage companies to enter quantum-related industries, foster the creation of startups, and build a thriving quantum industry cluster originating in Osaka.

Positioning the entire region as a vast demonstration field, we focus on nurturing and clustering startups in Hokkaido’s priority domains — agri-food, space, environment & energy, and AI — while driving open innovation with municipalities and corporations, and supporting global expansion through overseas missions and global acceleration programs.
The Sendai-Tohoku Startup Ecosystem Consortium brings together the City of Sendai, the six Tohoku prefectures, and leaders across industry, academia, government, and finance.
Leveraging Tohoku’s unique strengths, we support impact startups tackling social issues and university-born deep-tech startups.
Our mission is to help competitive startups scale globally and build a vibrant ecosystem that drives innovation from Tohoku to the world.
Ehime Prefecture is blessed with abundant natural beauty, surrounded by the Seto Inland Sea and the Shikoku Mountains. It is known for Dogo Onsen, one of Japan’s oldest hot springs, as well as for being the “Citrus Kingdom.” The eastern part of the prefecture is home to thriving industries such as shipbuilding, towel manufacturing, pulp and paper, and heavy chemical industries, while agriculture and fisheries flourish in the south. With manufacturing and nature existing in harmony, Ehime is a prefecture with a strong manufacturing base and rich natural resources.
Ehime Prefecture is promoting the Ehime Glocal Frontier (EGF) Program, which provides comprehensive support to startups from their founding through establishment and growth. To date, the program has helped facilitate the launch of more than 280 businesses.
In addition, the prefecture is implementing Triangle Ehime, a digital implementation acceleration project aimed at bringing digital technologies into practical use across society and strengthening the region’s capacity to generate economic value. In May, the prefecture also opened “E:N BASE,” a public-private co-creation hub in the new prefectural government building, further advancing efforts to foster innovation through an all-Ehime approach.
